As founder and CEO, he leads BIICS’s work across consulting, technology delivery, business process improvement and talent solutions. He brings 25 years of experience across telecommunications and complex health and human services regulatory environments, connecting strategy, technology and people around clients’ business priorities.
He is expanding BIICS’s AI governance practice to help public and private organizations adopt AI responsibly and translate emerging capabilities into business value.

His work improving processes through technology drove a public health billing modernization initiative recognized with a Davis Productivity Award for improving service delivery while reducing government costs. He also led the rapid development of a business intelligence platform, translating operational data into visual insights that guided client leadership decisions.
Across client engagements, he has managed vendor relationships and supported contract negotiations, helping clients establish clear expectations and hold delivery partners accountable. His work also includes helping organizations recover from difficult implementations, strengthen service management and develop their teams.
In support of Medicaid Enterprise Systems modernization, he facilitated data governance, architecture review and technical standards bodies to clarify ownership and address implementation risk.
At BIICS, he believes a successful engagement leaves an organization better equipped to move forward, with the people, processes and governance to keep improving long after the work is complete.
